Go to your stable, select the desired stallion, and check the "Available for stud" checkbox.
Remember that a stallion must be at least 3 years and at or above level 5 before you can put it up for stud.
Stallions will be 'currently busy' while the mare is pregnant and not available for breeding again until that foal is born.
